Today, the House voted to pass the Intelligence Authorization Act for Fiscal Year 2016, also known as the "black budget” given the confidential nature of the specific appropriations. The bill authorizes funding for the operations of sixteen US intelligence agencies, including the Central Intelligence Agency, the National Security Agency, and the Defense Intelligence Agency. It also authorizes the funding for US activities in Iraq and Afghanistan and expands restrictions on the President's ability to transfer individuals detained at Guantanamo Bay, Cuba.
The bill, according to Democrats on the Intelligence Committee, increases funding by 7% from the FY2015 level of $50.3 billion.
The bill passed easily on a vote of 364 to 58. 220 Republicans and 144 Democrats voted for it. 22 Republicans and 36 Democrats voted against it.
