While there's volumes being reported and speculated concerning Cpl Eric Casebolt, I have a question that I doesn't appear to be addressed. I've read that several other officers were at the scene, 10-15 by various accounts. My question: Why didn't they intervene and stop Casebolt when he was acting outside regulations and training procedures? What are the procedures and responsibilities of an officer when they observe another officer acting outside standard procedures? As "passive" observers aren't they guilty of "aiding and abetting" Casebolt's, potentially criminal abusive action? I don't know how to get this question raised, who should answer it, and what would be an appropriate outcome. Any information, suggestions will be appreciated.
