It never happened. You hear it all the time. Jeb! Bush defends his hawkishness by saying that Senator Clinton voted for war. Another thing that you've heard from the Wrong is that Congress saw the same intelligence and agreed with the Administration. Even President Clinton, saw a threat in Saddam and favored regime change.
About that. . .
It was the fall of 2002, and with the nations nerves still frayed and raw one year removed from September 11, the President tells Congress he needs the Authorization to Use Military Force to protect the nation. He was also trying real hard to blame the attacks on Iraq. I said at the time that any Democrat who voted for the AUMF was likely going to run for President in 2004 and didn't want to be accused of being soft on terrorism( see Max Cleeland).

As I also mentioned, we've been told that Congress saw the same intel. Well, yes and no. Yes, Congress saw the same intelligence on Iraq and they found the National Intelligence Estimate woefully inadequate. In fact, if you watch the Sunday talk shows from that time, you will see pol after pol justifying their support with some form of, "They must know something we don't."
Set aside for a moment the manufactured evidence. Set aside the fact that they hid exculpatory evidence. The President said he needed it to keep us safe. He said he needed it to go to the UN to convince them of the righteousness of our cause. He said he would only go to war as a last resort.
Only one person voted to go to war. That person is George W. Bush. Congress abdicated its responsibility in giving away the authority to make that decision, but the distance between that authority and that decision is as wide as the Grand Canyon.
