Democrats Abroad category specific discussion of vote share and mathematics behind impact on delegate allocation of its 13 Delegates. This is part of mathematics of delegate allocation notes in the series of Delegate Mathematics stories. Democrats abroad have a very delightful and unique mechanism for allocating delegates. While Democrats Abroad is not a constituency in the election of US President, in the primary process however they participate (Democratic Party only).
Basic Data: Democrats Abroad has 13 delegates available. Although there are 3 designated regions for selecting delegates, the combine delegates themselves are calculated as a single allocation region which for some bizarre reason is called “Regional”. 9 delegates are awarded to regional pool. Additionally there are 3 at-large delegates and 1 pledged PLEO. This makes 3 different delegate allocation units. However the votes used to determine are still the same global vote.
The Regional delegates are distributed between three geographic regions, EMEA(Europe, Middle East, Africa), AP (Asia Pacific) and Americas. The number of delegates from each region is based on the regions share of total votes. 1 delegate from each region is guaranteed. Depending on voter participation a region could have anywhere between 1 to 7 delegates even though we might be tempted to think each region would have 3 delegates.
Voting takes place on 1st of March. Voting is limited to members of Democrats Abroad organization which is affiliated with the Democratic Party. Voting can be through many different methods, online through voting portal, email through registered email, fax with an approved copy of ballot document.
Since all three delegate allocation units have an odd number of delegates, crossing the 50% barrier gives big boost of delegate advantage.
Due to indeterminate number of delegates, I will write that for both Bernie Sanders and Hillary Clinton crossing 50% becomes important to grab the 3PLEO and 1 at-large delegate thus grabbing delegate advantage.
Unpledged delegates/DNC members from Democrats Abroad have half a vote each.
