What seems to be getting lost in the noise here is that:
a) The GOP has been actively suppressing poor, urban, and minority turn out for a while now
and b) It looks like this actually flipped Wisconsin.
Milwaukee's elections chief said Wisconsin's voter ID law caused problems at the polls in the city and likely contributed to lower voter turnout.
Milwaukee saw a decline of about 41,000 voters in Tuesday's election compared with 2012, when President Barack Obama won broad support in the city and coasted to re-election, the Milwaukee Journal Sentinel reported.
"We saw some of the greatest declines were in the districts we projected would have the most trouble with voter ID requirements," said Neil Albrecht, executive director of the city's Election Commission.

Okay, so 41,000 disproportionately democratic votes in Milwaukee alone. What was the margin of victory in Wisconsin again? Oh. Just 28,000.
I really looks to me like Wisconsin flipped because of voter suppression.
Am I saying that Hillary would have won if it wasn’t for these laws? No. I think Trump won for the same reason rightwing nationalists are rising in Europe, and the same reason as Brexit, and the same reason we have Duterte in the Philippines, and the same reason this all happened in Europe 80 years ago. People were looking for American Exceptionalism to break the pattern, and it turns out we’re not that exceptional.
But we ignore the details here at our peril. The paranoia/protectionism/racism/scapegoating that underlies these voter suppression efforts is part of that broader pattern.
