Minnesota fell 1.8% because of no other major races in the state, but remains number 1.

A lot of places with white people climbed, maybe a Trump white wave effect.
Also the marijuana referendums might have spurred the turnout.

The others that fell a lot had excuses — no major races or favorite son not running this time.

One coverall reason for a fall in voter turnout could be the perception of subpar candidates.
