Webster, 42, who is white, was accused of assaulting a black man, Lateef Dickerson, 31, during an encounter in August 2013. Video of the incident, recorded by a Dover police patrol car dashboard camera, showed Webster apparently kicking Dickerson in the head. The blow rendered Dickerson unconscious and resulted in a broken jaw.
Although an earlier grand jury declined to charge Webster, a second panel returned an indictment on a single count of second-degree assault in May 2015. Dover police released a copy of the dashcam video immediately after Webster’s arrest, and Bernat placed the officer on administrative leave without pay.
Later reports indicated Webster had been the subject of internal police investigations and disciplinary actions, including a suspension.
Webster’s trial began Nov. 30 and ended in an acquittal six days later. Although there were protests outside the courtroom during the trial, none materialized following the verdict.
