PETITION TO FERC-- FROG ENVIRONMENTAL REGULATORY COMMISSION
Executive Summary:
Twenty-five yards north of the Frog Mitigation Area in NW Oregon, the Project proponent has violated FERC regulations by clearing vegetation without obtaining prior approvals.
Commencement of Testimony:
We, the underscratched, Juncos Allied (for) Green (JAG) declare that Redwoodman has degraded Junco habitat about 60 feet north of the Frog Mitigation Area (FMA) which is under FERC jurisdiction pursuant to Regulation 1538.5.

Rain on snow storms are flooding northwest Oregon including my backyard. I cleared out a new drainage path to divert stormwater away from my house.
While working, I noticed a flock of dark-eyed juncos were occupying the rhododendron thicket on my north property line. The little birds could cluster there, protected by the undergrowth, with ample water supplies, and nearby access to bird feeders in four adjacent yards.
I wondered if they would be upset as I cleared a pipeline path through the flower bed and drained ponded water. They were, as the above cited complaint said, even though they have plentiful alternative water supplies for bathing, as shown below.
I intend to get the Juncos’ complaint transferred to Trivial Claims Court, where there is a 5-year backlog.
