Nichola Sturgeon, the Scottish First Minister is currently announcing that a second referendum on Scottish independence from the UK will be held some time between Fall 2018 and early 2019. This is to enable Scotland to stay within the European Union and its single market.

The headline is therefore slightly wrong but it is quite likely that the Scottish Parliament will grant permission for the order.
