I am not being sarcastic here.
As Edward Snowden observes, this is evidence that the CIA knew of bugs, concealed them to the detriment of the rest of us, and paid for the creation of insecurities in programs:

Edward Snowden, who is in exile in Russia, said in a series of tweets the documents seemed genuine and that only an insider could know this kind of detail. He tweeted:
I would note here that offensive cyber warfare is a bad thing, because unlike, for example, a drone firing a Hellfire at someone, your target immediately has the weapon available to them and can immediately deploy it against targets of their choice.
There is also the issue that there is now so much data being collected that it is impossible to separate the wheat from the chaff.
Finally, even if you were comfortable with Barack Obama managing an apparatus with this sort of data access (I wasn’t), the thought of a President Trump, or a President Pence, or a President Ryan having this access is terrifying.
