This is concerning. Law enforcement officials are refusing to cite or prosecute businesses which violate the stay-at-home orders and red/yellow/green by Governor Tom Wolf. The ball is now in Wolf’s court as to what he’s going to do against these local officials.

Friday night, York County District Attorney Dave Sunday announced that his office “will not prosecute any criminal citations for alleged violations of the [Governor and Secretary’s] orders and regulations … concerning the operation of non-life-sustaining businesses.”
Sunday went on to direct law enforcement to not issue any such citations.
Lebanon County officials took it a step further, telling the governor that they will consider the county to be in yellow status on May 15 with or without his approval.
Cumberland County’s sheriff Ronny Anderson posted to the office’s Facebook page that his office will not enforce any “order” that violates constitutional rights.
I agree that the metrics for reopening are not uniformly applied, but that’s because this region is right next to another which has way more cases. You open up this region, people will come across the county border for business.
One gym is already deciding to open up (even though gyms are for the 3rd phase, not the 2nd):

It is official. Mon - Fri 9a - 12p and 4p - 7p. Sat/Sun 7a - 1p. We will expand hours on Mon May 18 or Tue May 26. Stay tuned. Social Distancing. Have a mask and use it when prudent. Disinfect every station before AND after use. Our Occupancy Load is 211. I will limit member usage to 40 at any one time. We will ask you, upon entering the club, if you are exhibiting any Covid 19 symptoms. If you have any, please stay home until the symptoms abate. After 6 years, you folks know that I am a belligerent and pugilistic asshole who protects his members' interests vehemently. I would not open up if I thought it dangerous. If you are not comfortable, yet, bide your time, then come back when you are 100% comfortable. I am willing to be the first to announce my opening because bullets, threats, insults and cheap shots don't hurt me. In fact, I love it. A few weeks ago many, many members were adamant that I continue to bill them for their monthly dues even though we have been closed. That, my friends, is loyalty. We are on incredibly sound financial footing, are current on our rent and, actually, paid ahead on all of our utilties. Now, I will return said loyalty by taking a big chance. If I wind up in jail, promise to come visit. LOL!!! As more fitness centers open, the task of closing the clubs by gov't order becomes increasingly problematic for said gov't. Salons and parlors will be opening like crazy soon, also. The ONLY way we close is if the Gov lays the smack down with really hefty fines or license forfeiture. So be prepared. Waylon and I can't wait to see our peeps.I love you folks more than you can ever imagine. See you Monday.
This is going to be a mess.
