Former military prosecutor to challenge Darrell Issa for Congress
Former Marine prosecutor Joseph C. Rocha will challenge Rep. Darrell Issa for his seat in the 50th Congressional District, Rocha announced Wednesday.
Rocha, a Democrat, is one of several contenders for the high-profile seat in the November 2022 election, including Republican incumbent Issa, Democrat William Stephen Houlahan and Republican Sam Abed, former Escondido mayor.
Rocha, 35, served for seven years as a judge advocate, or prosecutor, for the Marine Corps Base Camp Lejeune in North Carolina.
“I’m running for all of us who have been left out and left behind by career politicians who only serve themselves,” he said.

Gay veteran Rocha seeks San Diego area congressional seat
A gay Latino veteran who fought the military's homophobic "Don't Ask, Don't Tell" policy and has ties to San Francisco is seeking to be elected to a Southern California congressional seat. Should he win, Joseph C. Rocha would be the second out Democratic person of color elected to Congress from the state.
Rocha, 35, who lives in Escondido with his dog Daytwa, officially launched his campaign July 7 for the Golden State's 50th Congressional District. He is aiming to oust the Republican incumbent, Congressman Darrell Issa, from his suburban seat northeast of San Diego.
Their 2022 contest is expected to be one of the most closely watched in the state next year. Also running are Democrat William Stephen Houlahan and former Escondido mayor Sam Abed, a Republican, with the top two vote-getters regardless of party in the June primary advancing to the November general election

Joseph C. Rocha is a veteran with a lifelong dedication to service. He’s running for Congress to take on the career politicians and special interests, and bring opportunity back to Southern California.
Joseph’s grandparents immigrated to California from Mexico to labor in tomato fields and canneries in the 1960s. Through hard work and determination, they climbed into the middle class to build opportunity for their family. Joseph’s mother struggled with addiction, so he spent most of his childhood living with his father, who raised a family of five in Riverside on a truck driver’s salary. But when Joseph came out as gay at 17, he had to move out. Though his early years were marked by hardship, trauma, and housing insecurity, Joseph excelled in school, participated in the Chicano Latino Youth Leadership Conference, and worked part-time as a dishwasher.
Joseph joined the Navy on his eighteenth birthday, quickly advancing to become a bomb dog handler, tracking down explosives in the Persian Gulf. After he was discharged under Don’t Ask, Don’t Tell, he became an advocate for repeal, swearing he would re-enlist and keep fighting to protect his country, as soon as it would let him.
While he fought for repeal, Joseph graduated from San Diego City College, and then the University of San Diego and the University of San Francisco School of Law. Following the repeal of Don’t Ask Don’t Tell, Joseph kept his word, rising to the rank of a Marine Corps Captain and prosecutor, continuing to fight for justice.
Now, Joseph is running for Congress out of the same sense of duty and service to country that has guided him his entire life. Joseph will fight for the hardworking people who have too often been left behind by career politicians who only look out for themselves.
Joseph lives in Escondido with his dog Daytwa.
