"a widespread and permanent switch to daylight saving time would not last long. The United States already tried it, in 1974. After widespread discontent, the country went back to flipping the clocks twice a year. Russia tried it more recently, too, but ended the policy as public support of the change plummeted."archive.ph/...
Why Scientists don't want to make Daylight Savings Time permanent

How About Neither, Experts Say)
The arguments for permanent daylight saving time
The claim that darker mornings and brighter evenings would be a boon for public health has not been well studied, in part because it’s near impossible to conduct national experiments on the topic. And in fact, many related studies are limited and sometimes contradictory.
Nevertheless, a loud group of business leaders, academics and bipartisan senators have suggested that a permanent switch to daylight saving time would be beneficial for most people in the United States.
Senator Marco Rubio, a Republican from Florida, introduced legislation in 2018 arguing that Americans shouldn’t have to suffer the sleep loss or hassle that comes with changing the clocks twice a year.
Brighter afternoons, he (and other senators) have said, will make people "more productive, well rested and happier"
"There are economic interests as well. Some lobbyists in the retail and leisure industries have argued that more light in the evenings would give consumers more time to spend money — through shopping or golfing, for instance"
How George W. Bush Ruined Daylight Savings Time
"Now that the elections are over, we're hearing a lot about how President Obama should adopt simple, crowd-pleasing, populist measures that will again endear him to the middle class—like a Clinton-style foreclosure moratorium.
Well, here's a smaller idea that would allow him to improve millions of Americans' lives, save money and energy, and reverse one of the lamest excesses of the Bush administration: Obama should repeal the daylight savings time change codified by the Energy Policy Act of 2005.
Let's revisit why this act passed. In the summer of 2005, America was facing a full-blown energy crisis, but the Republican Congress was unwilling to do anything that would substantively improve the country's energy efficiency. They wouldn't mandate improved lightbulbs. They wouldn't increase CAFE standards. But, alongside billions of dollars in handouts and tax breaks for dirty energy—and token money for boondoggles like clean coal and hydrogen fuel cells—the Frist-Hastert Congress was willing to "save energy" by shortening the portion of the year when Americans are allowed to sleep late. They did this by shifting the start and end dates for daylight savings time so that the portion of the year when it's easier to wake up is a full month shorter, and the corresponding good-lord-this-is-painful period a month longer."

"For example, a 1993 study in Science of the Total Environment found that DST leads to more traffic in the evenings, more fuel use, and more pollution"

According to Downing, the effort to roll the clocks ahead is also an initiative pushed by the business community
Who Really Benefits from Daylight Saving Time?
"Since 1915, the principal supporter of daylight saving in the United States has been the Chamber of Commerce on behalf of small business and retailers," says Downing.

"Scientists say that a permanent switch to daylight saving time might throw people’s circadian rhythms out of whack, leading to unintended health consequences"
most experts agree that circadian misalignment can carry higher risks of some serious health conditions, including obesity, metabolic disorders, cardiovascular issues, depression and even cancer. A loud chorus of sleep researchers even suggest that resetting the clocks by just one hour during daylight saving time could trigger those same outcomes.

Republican Sen. Marco Rubio of Florida, a sponsor of the legislation, said he doesn't have any assurance the House will take it up, but "it's an idea whose time has come."
Democratic Sen. Kyrsten Sinema, who was presiding at the time of the bill's consideration and who represents Arizona, a state that doesn't observe Daylight Saving Time, could be heard on the mic saying "Ooh, I love it." Following its passage, she let out a "Yes!"
