MIAMI -- A former American diplomat who served as U.S. ambassador to Bolivia has been arrested in a long-running FBI counterintelligence investigation, accused of secretly serving as an agent of Cuba’s government, The Associated Press has learned.
Manuel Rocha, 73, was arrested in Miami
This seems to be another case of unregistered foreign lobbying but the criminal complaint will be made public tomorrow.
Rocha began his career in 1981 as a desk officer for State in Honduras. Wikipedia has information on his career, but it seems to have generally focused on Latin America. Clinton named him Ambassador to Bolivia in 2000.
After leaving government he is on the Council on Foreign Relations, advisor to US SOUTHCOM. He has worked for fossil fuel companies in the US, gold mines owned by Canadian interests and other not very progressive businesses.
Business aside advising the military in South America while lobbying for Cuba on the down-low seems like it could be quite troubling. To say nothing if this started before he left government.
For example the AP story notes he threatened aid to Bolivia if they elected Evo Morales and it gave Morales a boost though he was not elected until 3 years later.
