All the talk by Republicans about Socialism and the Democratic party is just the right misrepresenting the myths and beliefs in American society. Look, I am older than dirt and have been an IT professional since 1981 although “IT” wasn't a defined acronym in 1981. I would like to tell you the story of how the internet developed and emerged as the world-wide standard communications technology.
It started with US government standards for procurement of computer technology back in the late 1970's advocated by DARPA (Department of Defense (DOD) - Defense Advanced Research Projects Agency). The US Government DOD DARPA procurement standard for computer equipment included 2 things that laid the foundation for the Internet, computer vendors must provide an Ethernet interface and "Transmission Control Protocol and Internet Protocol" (TCP/IP) software on all computer equipment sold to the US DOD. This was done because in the 1970's the US Government purchased computers which were based solely on vendor proprietary technology which prevented transfer and sharing of data with computers from other vendors. By having DOD DARPA's procurement standard for procuring computer equipment in place, every vendor had to provide a standard network interface (Ethernet) and networking software (TCP/IP) on their computers to sell them to DOD in the federal government. Over time, the DOD DARPA computer procurement standards were accepted by other US Federal Government departments, agencies, branches, and outside interests (academic and corporate). These standards provide the capabilities to connect computers using Ethernet LAN (Local Area Network) interface standards and networking software to share data via TCP/IP File Transfer Protocol (FTP), Simple Mail Transfer Protocol (SMTP), Domain Name Services (DNS), etc ... They allowed the federal government, academic institutions, and corporate organizations to integrate disparate computers and share information by side-stepping vendor proprietary technology which only interfaced with other vendor computers using vendor proprietary technology. Implementing TCP/IP based computer communications using Ethernet interface standards accelerated in the 1980's which resulted in vendor proprietary networking technologies becoming obsolete.
Next, in 1990 a computer scientist, Tim Berners-Lee, and his team working at CERN (European Organization for Nuclear Research) developed and implemented the first web browser-editor which was named "WorldWideWeb". It was later renamed to "Nexus". This browser-editor implemented HTTP (Hypertext Transfer Protocol) as an application layer protocol extension to the TCP/IP networking protocols. HTTP content was rendered from what is now called HTML (Hypertext Markup Language). This technology revolutionized how TCP/IP networking services are used. The initial development, testing, and implementation of web browser technology was paid for by CERN. It was facilitated using the public "Request for Comments" (RFCs) process to develop public domain technical specifications for HTTP, HTTPS, HTML, etc…
You see public institutions and public funding from around the world were used to develop and implement the technology used to facilitate "World Wide Web" networking services. I think the Republican party might call this socialism on a world-wide scale.
