NOTE: I have been accused of plagiarism and violating the rules of the road on Daily Kos, and I have been told to edit this story in two hours. Otherwise, my breaking of the rules of the road would be reported to the Help Desk. In all honesty, I did not believe I committed plagiarism, BUT I MAY BE IN ERROR. The section that I am accused of plagiarising is from Law and Crime, and the section deals with the blow by blow between Chase Allan and the police. I thought it would be important to include this lengthy part of the article as to not interrupt the flow of the story.
My question for the readers: am I in the wrong? If so, I will edit or simply delete the story. Please either comment or send me emails.
Additional NOTE: I decided to report myself to the Help Desk. In the meantime, I have deleted some of the paragraphs in the block quotes. However, I did not edit the lengthy exchange between Allan and the police. I wanted anyone who read this diary, which I always appreciate, to read it in one piece.
In March of 2023, the police in Utah pulled over a 25 year old man for a traffic violation, and the encounter led to the police shooting him to death. But this is not your typical story of the police targeting some person of color and then quickly escalating to violence and death. No, this is a case of a “sovereign citizen” by the name of Chase Allan who escalated a routine traffic situation to a shooting. And yes, Allan had a gun on his person. And the traffic violation? Allan did not have a legal license tag on his car.
Most of you on Daily Kos have probably heard about the “sovereign citizen” movement. It’s an anti-government movement that doesn’t recognize the federal government, but it also extends to all forms of government in the U.S. I won’t belabor the lunatic “reasoning” that so called sovereign citizens used to justify their so called political ideology, but whatever it is, just keep in mind that it is political cover for criminal behavior. Sovereign citizens think the laws do not apply to them, and they have been involved in all types of crimes — tax evasion, selling fraudulent documents, a con game called the “redemptive scheme, financial fraud schemes, and also intimidation, harassment, and violence against police officers and members of the judicial system.
Given the basic premise that no law applies to you, it’s logical to engage in criminal acts. And this is where we end up with with Allan. He was pulled over because his car did not have a license tag issued by the state of Utah. In fact, it was a bogus tag “issued” by the sovereign citizen movement. When confronted by a cop, this is what happened, according the police body cameras:
The video shows the initial interactions between Allan and the person Johnsen referred to as “Officer A.” Much of Allan’s part of the verbal exchange with the officers was largely inaudible.
“I don’t need registration and I don’t answer questions,” Allan could be heard saying after Officer A told him that there was “no registration” on his car.
Officer A called for backup as Allan continued to refuse to answer questions or provide identification.
“You do not have an option to identify yourself,” the officer is heard saying. “You are lawfully required to identify yourself. You can provide your identification to me and we can have a conversation about the laws you have broken, or you can fail to identify yourself to me and we can go that route too.”
“The direction that this encounter goes is 100% in your hands,” Officer A added.
After some more back and forth, Allan apparently shows the officer what he describes as a “passport” that identifies him as Chase Allan.
“Thank you so much, Mr. Chase Allan,” the officer is heard saying.
“That is not me, that is a piece of plastic paper,” Allan responds.
“So you have a fraudulent passport?” Officer A asks. “Wonderful.”
At that point, other officers have arrived and are also pressing Allan to get out of the car. One officer tells Allan that if he doesn’t get out of the car voluntarily, the officers will break the window and pull him out.
“Step out of the car for me,” an officer says.
“No,” Allan replies.
“Sir, step out of the vehicle,” an officer repeats.
“No, I am not required to,” Allan says.
Allan is then heard saying that the officers will “have an issue” if they proceed. At the press conference, Johnsen pointed out that Allan transfers his cellphone from one hand to the other, revealing a firearm holster on his hip that appears to be “flexing upward.”
As an officer opens the car door, Allan’s hand can be seen moving toward his right hip, where the holster is located. It is also apparent from the video that Allan is wearing his seatbelt at this time, and the buckle of the seatbelt is located near his right hip as well.
A struggle to remove Allan from the car ensues, and in a matter of seconds, an officer yells: “Gun! Gun! Gun!”
All five officers then open fire on the car. An engine can be heard revving as this happens, which Johnson attributed to Allan’s foot on the accelerator.
“Cease fire!” an officer is heard yelling repeatedly.
The video then shows one officer removing Allan’s motionless body from the car. Johnsen notes that the holster on his hip is empty and a gun is located on the floor of the driver’s side seat.
According to Johnsen, the car had a “placard” where the license plate should be.
“There’s a flag symbol, I don’t know what the text says on there,” Johnsen told reporters. “It’s not a plate from the state of Utah or any of the other 49 states.”
Emphasis is mine.
The officers in this shooting were eventually cleared. In other words, this was a justified shooting. Now, keep in mind that I’m sure the Utah police are familiar with other sovereign citizen traffic stops that have turned deadly for the police.
Also, the FBI has listed the sovereign citizen movement as a domestic terrorist group.
As for Chase Allan, you might be wondering, “Did he fall down an internet rabbit hole and become a sovereign citizen?” Nope. He was raised a sovereign citizen by his mother. And she had a beef with the local police over this very same issue with her car having no license tag.
Victim ‘asserted his independence from the laws of the land’
It has since emerged that Allan’s mother, Diane Killian Allan, claimed in a September 2022 lawsuit that she is a sovereign citizen and is not under the jurisdiction of Farmington City or any United States government, local ABC4 first reported...
Back in September, Diane Killian Allan said she had an “inherent right” right to travel in Farmington without being stopped by police. She also claimed in the lawsuit that after asserting her “inherent right,” she had a heated argument with then-lieutenant Johnsen and that he then threw the paper citation through her window.
Chase Allan, who would be killed nearly a year later by the same police department, was named as a witness in the lawsuit. He and his mother visited the Farmington Police department to return the “rescissioned citation” he had thrown inside her car.
And she is a lunatic.
Diane Allan sued Farmington Police over a traffic stop in 2022. Court documents paint a history with that department. In those documents- she shows strong anti-government sentiment. One key phrase- "American State National" opened a whole world for experts I talked with.
In fact, she took minor charges of driving without a license and registration- all the way to trial.
Court documents show she injected multiple filings into the court record, saying she is not a resident, employee, or citizen of the United States government.
She repudiated and revoked her citizenship of the United States, "if any ever existed, with the legal fiction known as the United States Government --State--County--City" and referred to herself as an American State National…
One such filing read, "On the same day my husband was also stopped and issued a Citation by defacto officers operating under color of law." Calling it abuses and tyranny and wrote, "He has erected a Multitude of new offices, and sent hither Swarms of Officers to harass our People, and eat out their Substance."
Goldwasser characterized her filings and writings by saying this, “Really what she was saying is that you know she shouldn't have had to abide by the law. She shouldn't have been stopped by police on a traffic stop because she's sort of outside the jurisdiction of the United States in her mind. And it looks really unfortunately, her son followed in the same footsteps.”
I feel no empathy for Diane Allan and her now deceased son. They are criminals. And like the worst criminals, they feel they are above the law.
And just as a reminder, the sovereign citizen movement has been around for at least 40 years. It’s the reason why I decided to write this diary because I’m sick and tired of watching these criminals in action. The federal government bent over backwards to treat these assholes with kid gloves after Ruby Ridge and Waco. And all it has done is embolden sovereign citizens.
