This happens to public speakers all the time.
It's been a difficult last couple of days. I probably missed it, but I don't believe that I have seen it stated that Attorney General Merrick Garland HIMSELF chose to release the Hur report. It appears to me and ymmv (your mileage may vary) that Merrick Garland reached out to Politico to justify his choice.

The White House is livid over the Justice Department’s release of a special counsel report that painted a devastating portrait of Joe Biden. But Attorney General Merrick Garland’s decision to release it was a foregone conclusion — and anything short of publicizing the full report would have been worse.
Technically, the report from special counsel Robert Hur on Biden’s mishandling of classified documents is considered confidential under DOJ rules. Hur even labeled it as such.

Politico decided to rely upon Bill Barr for analysis and they even clearly tried to use Barr's release of the Mueller Report. The difference between those two reports and the difference between the two subjects and their actions as described in the reports could not be more stark. Remember that Robert Mueller said that if he were confident Trump didn't commit a crime that he would have said so and documented ten instances of Obstruction of Justice. On the other hand, Hur said that there was a "shortage of evidence" and "innocent explanations" that "we cannot refute".

- "While it is natural to assume that Mr. Biden placed the documents in the box with on purpose and that he knew they were there. There is, in fact, a shortage of evidence on these points. We do not know why, how, or by whom the documents were placed in the box. We do not know whether or when Biden carefully reviewed the box's contents. We do not know only some of Mr. Biden's classified Afghanistan memos to President Obama from the Fall of 2009 were found in the box, but several other memos he wrote during that in that time period were not.
- In addition to this shortage of evidence, there are other innocent explanations for the documents that we cannot refute. [Beau: This doesn't sound like we were going to indict him but he's got a bad memory. That sounds like they didn't have the evidence. Now I know somebody's going to say that they didn't have the evidence because Biden had a bad memory and didn't tell them anything. If your entire case rests on the memory of the accused, you don't have a case. It should be remembered that Trump didn't provide this information. And they still built a case, right. Because there was evidence.

It is, therefore, bad enough that Garland picked a Trump appointee and chose to release the report when the only recent precedent that applies to this situation for this was sharply criticized for the same reason at that time, but it is even worse when it is released in a form contrary to established DOJ policy. It is, extremely difficult to believe that Politico wasn't aware of the differences and the bias that Bill Barr has. They did something that they know was wrong.

The New York Times considers any explanation of why voters are more worried about Biden's age than Trump's and never mentions that their constant drumbeat of the issue with President Biden has driven the voters to this point. The primary reason why voters are more concerned with President Biden's age than Donald Trump's age is because the media has relentlessly beat that drum with regard to President Biden and has not done the same with Donald Trump.
