The House GOP now is trying to tie the State of the Union Address (SOU) to other bureaucratic matters and to limit the media effect of the SOU as they did when scheduling it to just after Super-Tuesday. Scott Perry moves closer to FAFO territory, because that’s what J6 pardon-seekers do.
Representative Scott Perry (R-PA) is proposing that President Joe Biden be barred from giving the address, which has shifted over the years from being, as the name implies, an update to Congress on the condition of the nation, to a rally on policy and platform.
Perry, however, says that this is done only with the invitation of Congress, and since Republicans have control of the House of Representatives, they should just disinvite the president.
There have been times over the years that the State of the Union — described in the Constitution as the president’s duty to “give to the Congress Information of the State of the Union, and recommend to their Consideration such measures as he shall judge necessary and expedient” — has not been in the form of a public speech. In fact, President Thomas Jefferson started a tradition of sending the message as a written report, and that continued until Woodrow Wilson returned to the practice of in-person statements in 1913, according to Congress’ history.
Thus, President Biden will have no trouble meeting his Constitutional obligation, even if Perry’s plan comes to fruition — he could simply send a written or recorded address.
