Yep, it's all the victims fault. They've had their hands out for welfare for so long they don't know what else to do. Yep, FEMA didn't think "that the first thing they would have to do is to send thousands of armed troops in armored vehicle, as if they are suppressing an enemy insurgency."
Funny how we see so many unprotected reporters in the middle of this insurgency, showing us pictures of thousands of young and old, mostly black, thirsty, starving desparate people. They don't seem to have any guards or to be worrying about violence. We see a lot of video of desparate crowds that gathered in the places they were told to. And pictures of armed soldiers standing there guarding something or other, but not bringing food or water. A few helicopter drops of supplies, what 10-12 or so? For tens of thousands of people?

America's incompetence to take care of its own is fast becoming an international disgrace.
