Two of them:
First, even if the US has solid evidence on Syria as the culprit for Hariri's killing, who's going to believe it.
Second, if the US doesn't have the evidence, then they fall back to the argument "well, you guys are in charge there, so you are responsible for the security of the place".
Kind of like "if you break it, you own it"
