Well, Condi Rice dropped the ball on 60 Minutes in my opinion.
Ed Bradley tried to give her an opening to express any kind of emotion over the breakdowns in intelligence and the failure of the government (the whole structure, not just one party or another or one agency or another) to foil the 9/11 attack.
She chose instead to express her sorrow at the deaths.
And there's the rub:
Nobody in BushCo -not Condi, not Don, not Dubya, NOBODY in this administration can ever admit they might be wr-ruh-ruh-ruh...
Or sor-ro-ro-ro...
They either believe:
1) they are infallible
or
2) they must maintain the illusion of infallibility
Now most human beings are capable of realizing that they are imperfect. For some reason, and this is true of the broad swath of right-wingers in this country, they can never apologize, admit a mistake or agree that they might be wrong.
They're all just a bunch of Fonzies.
So here's my advice to BushCo:
Sit on it.

My actual advice is, suck it up, admit that WE AS A NATION fucked up - that will go MILES to getting the heat off you. Of course, they'll never do it. So screw 'em.
