Among the DHS's component agencies are the Secret Service, whose most prominent charge is protecting the President, and FEMA, whose only duty is responding to disasters like hurricane Katrina.
In the last 4 decades, no Secret Service protectee has died. In the past week, thousands of people depending on FEMA have died. Switch the tasking of these two agencies until the Gulf Coast is stabilized.
The Secret Service has extensive experience evacuating people until danger passes. Note the thousands of anti-Bush T-shirts which were evacuated before Bush arrived at a rally, then released after the danger of confronting him with opposing views had passed. They're tough, they have guns, and they don't worry about quaint issues like law or constitutionality before taking action.

FEMA could surround Bush with a playful bunch of fratboy cronies with cute nicknames. They have a solid history of avoiding dangerous situations (e.g. Vietnam, Iraq, New Orleans). Bush has praised their competence, so he should feel much safer. If any person or group endangered the President, FEMA can be counted on to get every required form filled out and signed in triplicate before acting. They're funny, they have no shame, and they don't worry about quaint concepts like duty or competence.
And let's face it, would Bush rather have Jenna and not-Jenna hanging with professional law enforcement officers, or with college graduates who couldn't judge a horse competion, but have enough money to buy both horses and judges?
