As you probably know, an Iowa ISP was
awarded over a billion dollars against 3 spammers.
That, and the criminal charges against the UK's largest spammer is a start, but there are foreign spammers who spam the US agressively.
Most egregious to my mind, they make up over 90% of my foreign language spam, are the Chinese spammers, who can be spotted by the character sets like GB2312 and BIG5.
Ever since a 'winger posted my email to a series of FFA (stands for Free For All, should stand for Fist F*** of America) web sites, I have been deluged with Chinese spam.
It makes up over 30% of the 300 or so spams a day.
Given the nature of the Chinese legal system, and the logistics involved, taking actions against this through normal means is not a viable option.
My suggestion is a collective behavior, which could result in a bit more proactive behavior by Chinese authorities in this matter.

Simply put, if a significant number of ISPs refuse to
ANY network traffic from China until the government begins to seriously crack down on spam.
The network of firewalls on the Chinese internet, the so called "Great Firewall", which are intended to prevent access to "inappropriate" material should make this easier, as these fingerprints can be used as a signature to block.
When Chinese email and online access becomes unreliable, the Chinese government will take action, and in cases like this, their history is fairly clear.
They will find the most egregious of the spammers, try them, condemn them to death, put a bullet in their brain, and send a bill to their parents for the cost of the bullet (that last bit is NOT a joke).
It's how the Chinese government deals with what they call "economic sabotage".
When the underground economy gets out of hand, they whack a few of the more prominent ones, and the rest learn to stay reasonably well in line.
It does raise a dilemma for me, as I'm against the death penalty, so I guess I'll have to lobby for life without parole.
