I made a similar diary entry yesterday with the headline: "Kentucky has a Dept of Homeland Sec.?, but I think that was a little too flippant to get across the gist of what's happening in KY.
Here are the basic facts/allegations:
KY has a law which sets aside most state jobs to be filled on a merit based system.
The governor and his cronies (the Courier Journal calls them the Kiddie Korps (due to the overwhelming youthfulness of these guys) have been filling these positions with political appointees recommended by things like manning phone banks for the campaign.
The Chief of Homeland Sec resigned 2 hours after being served with a subpoena to testify before the Grand Jury.
The one qualification listed on his bio on the dept's website appears not to have existed.
The governor named his chief council to the State Supreme Court.
