Clyburn was just on MSNBC and he said that they can not push the Senate bill AS IS through but they are looking at making changes to the bill through reconciliation.
I suspect that the House wants to make changes via reconciliation and then will pass both the reconciliation part and the Senate bill simultaneously.
I think that people are misinterpretting Pelosi's words. She is basically saying that the House just won't vote for the Senate bill as is.
But that does NOT mean that there can't be changes to the bill via reconciliation that the House can vote on.
Clyburn was just on MSNBC and he said that the Senate bill has to be changed with reconciliation changes in order for the House to pass it.
It isn't over folks.
Clyburn's exact words on MSNBC:
We have a real problem with the Senate bill as is. We CAN do some corrections and modifications with that bill and get that through the House under reconciliation. But we can't just pass the Senate bill in it's current form.
This suggests to me that they will be doing a simulaneous Plan B which means that they will make the corrections/modifications to the Senate bill via reconciliaton and they they will pass both the Senate bill and reconciliation bill together to form a bill.
