Convenes: 2:00pm
Following any Leader remarks, there will be a period of morning business until 4pm with Senators permitted to speak therein for up to 10 minutes.
At 4:00pm, the Senate will resume consideration of S.510, the FDA Food Safety Modernization Act, as provided for under the previous order.
At 6:30pm, the Senate will proceed to a cloture vote on the substitute amendment to S.510. Under the agreement reached on Thursday, if cloture is invoked, 4 motions to suspend the rules would be in order. Upon disposition of the motions, the Senate will proceed to vote on passage of the bill, as amended. Senator Reid would like to complete action on the Food Safety bill on Monday. As a result, senators should expect a late night of voting.
Post-cloture and upon the use or yielding back of the time allotted in the agreement (1 hour for motions re: 1099 and 4 hours for Coburn motions), the Senate will proceed to vote on the motions in the following order:
- Johanns (1099 forms)
- Baucus (1099 forms)
- Coburn (earmarks)
- Coburn (substitute)

Well, this may be it. It's the last scheduled voting week of the 111th Congress, though I suppose that's still subject to change. You'll notice that there's no action scheduled, for instance, on any tax cut extensions, unemployment benefits, etc., though there's at least a plan for a continuing appropriations bill, and that could certainly include some kind of UI relief.
The Senate is set to continue work (and try to wrap up) on the food safety bill. And hey, by the way, would you like a quick run-down on what that's all about? How about a 90 Second Summary (and a little extra info, too) from Main Street Insider?
So, yeah. Food safety. But of course, the Republicans have a few amendments. One that repeals part of the health insurance reform bill and rescinds $39 billion in as-yet-unspent federal appropriations. One that would change the Senate rules to impose an "earmark ban" for fiscal years 2011-2013. And one complete substitute for the whole entire food safety bill. You know, nothing major.
The hope is that the Senate can wrap this up on Monday, which leaves the balance of the week for them to bang their heads against the wall on the DREAM Act. And they'll do so with the "help" of Mark Kirk (R-IL), who'll be sworn in as Senator of the Year today, ending the Five Days of Tyranny that Shook the World -- the period during which the Senate was in session, but the Illinois certification process for Kirk's election had not been completed. Tyranny of the Year!
