There was no attempt to force political balance, just to make geographic sense. Counties were split into no more than two districts.
District 1: Most (75%) of Hamilton County, to include the entire city of Cincinnati (whose population makes up barely half of the district and is decreasing rapidly) and its western suburbs.
District 2: The eastern 25% of Hamilton County; all of Clermont, Warren, and Brown Counties; and 11% of Butler County. Generally affluent suburbs of Cincinnati.
District 3: Most (89%) of Butler County; all of Preble County; a tiny sliver of Darke County; and 52% of Montgomery County, generally the western portion of the county outside the city of Dayton. Partially rural, partially suburbs of Cincinnati and Dayton.
District 4: The remaining 48% of Montgomery County, to include the city of Dayton (which now comprises 62% of this portion of the county but is losing population); all of Clark, Clinton, Fayette, and Greene Counties; and 8% of Champaign County.
District 5: Part (41%) of Franklin County, generally the southern and western portions of the county outside the city of Columbus; all of Pickaway and Highland Counties; 84% of Ross County; 22% of Madison County, 23% of Fairfield County.
District 6: Most (59%) of Franklin County, to include as much of the Franklin County portion of the city of Columbus as possible.
District 7: All of Belmont, Guernsey, Noble, Monroe, Adams, Scioto, Pike, Lawrence, Jackson, Vinton, Gallia, Meigs, Athens, Hocking, Morgan, and Washington Counties; 15% of Tuscarawas County; 16% of Ross County. Appalachian Ohio, southern/southeastern part of the state.
District 8: All of Carroll, Jefferson, Harrison, Holmes, and Wayne Counties; 85% of Tuscarawas County; 58% of Stark County; 60% of Columbiana County. Other than Stark County, generally rural section of eastern Ohio.
District 9: All of Ashtabula, Trumbull, and Mahoning Counties, plus the northern 40% of Columbiana County. Northeastern Ohio Rust Belt.
District 10: All of Lake, Geauga, and Portage Counties, plus 42% of Stark County. Relatively affluent suburbs of Cleveland and Akron.
District 11: The eastern part 45% of Cuyahoga County. Generally working-class suburbs of Cleveland.
District 12: The central part 45% of Cuyahoga County, including all or most of the city of Cleveland.
District 13: All of Summit County and 58% of Medina County. The city of Akron comprises about a third of this district.
District 14: The westernmost 10% of Cuyahoga County; all of Lorain, Huron, and Erie Counties; 42% of Medina County; the easternmost 27% of Ottawa County. Mostly Rust Belt.
District 15: All of Licking, Coshocton, Muskingum, Perry, Ashland, Richland, and Knox Counties; 77% of Fairfield County. East central Ohio, including some of Columbus' eastern suburbs.
District 16: All of Marion, Hardin, Wyandot, Crawford, Seneca, Hancock, Morrow, Delaware, Logan, and Union Counties; 92% of Champaign County; 60% of Sandusky County; 78% of Madison County. North central Ohio, from the northern suburbs of Columbus almost to Lake Erie.
District 17: All of Lucas and Wood Counties; the western 73% of Ottawa County; 40% of Sandusky County. The city of Toledo (which is losing population) comprises nearly half of this district.
District 18: All of Williams, Fulton, Defiance, Henry, Paulding, Putnam, Van Wert, Allen, Mercer, Auglaize, Miami, and Shelby Counties; all but a sliver of Darke County. Agricultural northwestern Ohio.
