Convenes: 10:00am
Following any Leader remarks, there will be a period of morning business for 1 hour with senators permitted to speak therein for up to 10 minutes each. The Majority will control the first 30 minutes and the Republicans will control the next 30 minutes.
Following morning business, the Senate will resume the motion to proceed to HR5297, the Small Business Jobs bill.
The Senate will recess from 12:30 until 2:15pm to allow for the weekly caucus luncheons.
At 2:15pm, the Senate will proceed to vote on the motion to invoke cloture on the motion to proceed to the Small Business Jobs bill.
The House will consume Tuesday with suspensions as well. But look how early they're starting. They clearly intend to get through the debate and voting on most of these items today, carrying perhaps a few over just to fill things out tomorrow and Thursday, when they get around to the substantive work of dealing with the Dodd-Frank Act conference report and the supplemental. Assuming they've got the votes they need lined up, that is. That's a more serious question in the House on the supplemental than on Dodd-Frank, and probably the opposite in the Senate.
The only action scheduled for the day in the Senate, though, is the cloture vote on the Small Business Jobs bill. I haven't heard much about what's holding this one up, and wouldn't be surprised if the filibuster was B.S., and neither the cloture vote nor the final passage posed any serious problems. But who knows these days?
Meanwhile, there was an interesting demonstration of Senate formality yesterday, as Sen. Daniel Inouye (D-HI) was elected to succeed Sen. Byrd as Senate President pro tempore. The result was a foregone conclusion, in that the post traditionally goes to the longest-serving member of the majority party. Remember the formality of conference procedure and the necessity for tracking the "possession of the papers" we discussed previously?
