It would, but add in to the mix everyone's favorite fly in the ointment, Ben Nelson, who "said he has not yet committed to vote for the bill." So Reid could have to wait on scheduling this vote until Byrd's replacement is named, which Manchin announced today will happen this weekend. Reid should wait until next week on this one, and not let Nelson matter on it.
