There has been more and more yakkety yak on dKos about trying Bush and Cheney for war crimes, sending them to the Hague, etc. I stumbled on this document:

Here's the kicker: it was written in May of 1991. "President Bush" is this case is the first president Bush, George Herbert Walker Bush.
I don't know what the document means, or what standing as a legal document it has. Perhaps a sophisticated dKos'in can chime in. There are signers listed on the "Results" page. The entire document is hosted at a site whose front page does not inspire trust.
