On the occasion of the January 18 anti-war rally in Washington, DC, I hosted members of
Free Republic.com and MOVE-OUT (Marines and Other Veterans Engaging Outrageous
Un-American Traitors) in my home on Capitol Hill. A reporter from the Washington Post
assigned to cover their Patriots' Rally earlier in the day and their
counter-demonstration at the Marine barracks at 8th & I arrived with them. In the
course of my conversation with the reporter, I began my usual rant about the liberal
media. I cited the New York Times as an example of a completely slanted publication. She
was quick to remind me that the conservative William Safire writes for the Times. That's
the point! Safire is so obviously a token at the Times that everyone can name him as a
knee-jerk response to charges of bias but no one can mention another staff member who is
a conservative.

you that the President, in all instances, believes that it's important for
all to honor and respect the first amendment.

Q This is about Iraq. On Saturday, I interviewed Aziz al-Taee, Chairman of
the Iraqi-American Council. He detailed a compelling body of evidence about
the holocaust being waged against the Iraqi people. Why hasn't the
administration focused on this aspect of Saddam's regime to justify
intervention without U.N. approval? After all, it was the Clinton
administration that used ethnic cleansing as a pretext to bomb and send
troops into Kosovo.
MR. FLEISCHER: Well, the administration has frequently pointed that out. And
Secretary Powell, in his presentation up in New York, described at some
length the crimes committed by Saddam Hussein against his own people. And
this is something the President remarks about from time to time. What about
the cries on the basis of human rights for the people of Iraq who are
suffering under the hand of Saddam Hussein? That is an important issue for
the world to face, as well, as the consequences of allowing Saddam to have
weapons of mass destruction.

Q This is about Iraq. On Monday, the UK Telegraph reported the murder of General
Muhammad Sa'id al-Darraj, a senior missile engineer in charge of Iraq's mobile Scud
missile program, shortly after meeting with Saddam's officials. Would you comment on
that?
MR. FLEISCHER: That's the first I've heard about it. But one thing is for certain with
Saddam Hussein, he is brutal. When you talk about human rights and killing Iraqis, you
can look first to Saddam Hussein as the world's worst human rights violator, one of the
world's worst human rights violators, who has killed his own people.

Q This is on the economy. Yesterday, Republican Congressman Jeff Flake
announced that he would introduce a recision bill to eliminate the pork from
the recent omnibus spending bill so that funds could be used for war, if
necessary, for homeland security. So far, $20 billion of pork has been
targeted. Would the President support that kind of legislation?
MR. FLEISCHER: Well, the President, as you know, spoke out about the
earmarks that were in the congressional legislation. I think the President
is very -- well, I can tell you the President is hopeful that this year the
appropriations process will lead to a different way of spending the money
for the priorities. The President would wish luck to anybody who can fight
pork; he hopes they get a lot of co-sponsors and a lot of support. And
that's not a statement specific about that one bill, because I haven't
examined his precise bill; but as a general approach, that's the
President's.

Q You've repeatedly affirmed the President's commitment to the First
Amendment. But when Trent Lott made offensive remarks, he denounced them.
Why has he not commented on the equally offensive remarks of Democratic
Congresswoman Marcy Kaptur, who likened Osama bin Laden to our founding
fathers?
MR. FLEISCHER: I think those remarks were reprehensible and I know of no
basis for anybody to have said that or to believe in it.

Q This is a follow-up to Connie's question. Would you comment on the Democratic
leadership silence about the statements of Jim Moran and Nancy Kaptur?
MR. FLEISCHER: One, I have not heard if they've said anything. I would be very surprised
if they were silent. I think if they were silent on an issue like this, they would be
missing an opportunity to speak out for something that deserves to be spoken out on. I
cannot imagine they are silent, in actuality.

MR. FLEISCHER: I think that would be a real surprise if the Democrat leaders stay silent
on something fundamental like this.

Iraq, will they also be shut out of the process for rebuilding Iraq?
MR. FLEISCHER: I think that's a topic for the Iraqi people to focus on. I
think it's impossible to make any judgments with precision about everything
that will happen in a future Iraq. But this is why I said, from a moral
point of view, that there's no question that Iraqi people who live under a
brutal dictatorship now, and once they're liberated, if it comes to the use
of force, they will know who to say thank you for their freedom and for
their liberation.

passed today. And the President will continue to work with the Congress on

Q Last week, the watchdog group Citizens Against Government Waste released its annual Pig
Book that details over $20 billion of pork in the 2003 budget. When might the President
speak out against Congressional leaders like Nancy Pelosi, who bitterly complains about
the cost of the war, Tom Daschle, who says we can't afford to give Americans a tax cut,
yet will waste billions of tax dollars for projects like the Cowgirl Hall of Fame, the

MR. FLEISCHER: Okay, I think I get it. There must be a trend here in the room today.
This President has worked very hard, and Mitch Daniels has worked probably harder than
anybody, to fight the earmarks in the Congressional budgeting process. Earmarks are
increasingly a problem from both parties. And it is a point of difference between the
White House and the Congress. We will continue to work to eliminate and reduce the
earmarks wherever possible. This is a prerogative that the Congress obviously holds
precious.

Q Two questions today, if I might. Scott Peterson has been arrested in
connection with the death of his pregnant wife, Laci. He's been charged with
two murders, one of his wife and the other of his unborn son, Connor. Do you
think that's appropriate?
MR. FLEISCHER: This is a tragic case. And it's a very interesting one in the
question that you raise specifically. The President does believe that when
an unborn child is injured or killed during the commission of a crime of
violence, the law should recognize what most people immediately recognize,
and that is that such a crime has two victims. In the case specifically, I'm
not going to make any comment; that is legal matter pending before a state.
But if you recall, the House of Representatives passed the Unborn Victims of
Violence Act, and it passed overwhelmingly, with large bipartisan support.
We hope that the Congress again this year -- the President calls on the
House and calls on the Senate to again pass the Unborn Victims of Violence
Act, so that the law can recognize what every mother and father know in
their heart when an unborn child is taken through an act of violence, in the
commission of a crime, just as we've seen in this case here.
Q Thank you. My next question, you've declined to comment on Santorum's
statements that the Senator says were misconstrued. Some have suggested that
the real story here is that the Associated Press reporter conducting the
interview is the wife of John Kerry's campaign manager. How would you
respond to that?
MR. FLEISCHER: I'm not going to respond to that. I'm aware of those reports
and I don't know how to evaluate them.

Q Since there have been so many questions about what the President was doing over 30
years ago, what is it that he did after his honorable discharge from the National Guard?
Did he make speeches alongside Jane Fonda, denouncing America's racist war in Vietnam?

Q It's a different subject. The Welfare Reform Act comes up this year for renewal. Is
the President supporting efforts to insert meaningful work requirements into the bill,
where today there is none?

quite some time now. Congress needs to act to strengthen those work requirements even
more and build upon the successes of the original legislation that was passed in the
mid-90s.

Q How do we expect the President to convince the private sector not to outsource jobs
when state governments are doing exactly the same thing? For example, Washington state
outsources several government functions.
MR. McCLELLAN: I hear you, but jobs have been going overseas to some extent, and that's a
concern. And the President has talked about that. That's why the President is acting on
the policies I just described.

Q Aristide's opponents say that one of the reasons for forcing him from power was that he
amassed a great personal fortune during his time as President. Considering he's not the
first leader to have parlayed the presidency into a personal fortune, are there any steps
being taken to make sure that the assets, any assets that were accumulated remain in
Haiti?
MR. McCLELLAN: Well, certainly, ending corruption and promoting democracy and advancing
economic progress is an important priority for this administration and the Western
Hemisphere. That is something we talked about at great length at the Summit of the
Americas, and we have talked about for quite some time. I think in terms of specifics
about what is going on, on those issues, you can direct those questions to the State
Department about where some of those matters stand.

controversy about the President's mention of 9/11 in his ads, when Democratic icon
Franklin Delano Roosevelt's campaign issued this button, that says, "Remember Pearl
Harbor"? I have a visual aid for folks watching at home.
MR. McCLELLAN: You're pointing out some historical facts. Obviously, Pearl Harbor was a
defining moment back in the period of World War II, and Franklin Delano Roosevelt was
strongly committed to winning World War II and talked about it frequently.
Q So you think it certainly is valid that the President does talk about it and --
MR. McCLELLAN: Yes, he addressed this this weekend, when he was first asked about it.
September 11th was a defining moment for our nation. We all shared in that experience.
And it's important that we look at how we lead in a post-September 11th world. And that's
an important discussion to have with the American people, and to talk about the
differences in approaches to winning the war on terrorism and preventing attacks from
happening in the first place.

Q I'd like to comment on the angry mob that surrounded Karl Rove's house on Sunday. They
chanted and pounded on the windows until the D.C. police and Secret Service were called
in. The protest was organized by the National People's Action Coalition, whose members
receive taxpayer funds, as well as financial support from groups including Theresa Heinz
Kerry's Tides Foundation.
MR. McCLELLAN: I would just say that, one, we appreciate and understand concerns that
people may have. I would certainly hope that people would respect the families of White
House staff.

Q In your denunciations of the Abu Ghraib photos, you've used
words like "sickening," "disgusting" and "reprehensible." Will you have any adjectives
left to adequately describe the pictures from Saddam's rape rooms and torture chambers?
And will Americans ever see those images?
MR. McCLELLAN: I'm glad you brought that up, Jeff, because the President talks about that
often. We did remove a brutal regime from power that was responsible for mass graves and
torture chambers and rape rooms. And this was a regime that encouraged and tolerated that
kind of activity. It stands in stark contrast to the way we're addressing this issue of
prisoner abuse. When something like this comes to light, the United States acts quickly
and swiftly to bring people to justice and to take steps to make sure it doesn't happen
again.
Q This is a matter of degree. Those prisoners will survive being photographed naked, but
many of Saddam's victims will never be seen again, and did not survive the torture
chambers. Will Americans ever see the photographic evidence of that? I think if you
contrast the two, you're going to get a much different perspective on this.
MR. McCLELLAN: We should never forget the atrocities carried out by the former regime.
You are having the head of that regime come to trial before long, and he will be held
accountable for those atrocities.
Q Will the pictures emerge at that time?
MR. McCLELLAN: He will be accountable for those atrocities.

Q Despite warnings that the release of the Abu Ghraib pictures might put Americans in
danger, CBS went ahead and did it anyway. The feeding frenzy over these photos has been
briefly interrupted by the video of Nick Berg being brutally beheaded. But they won't
show that on the air. Do you find any inconsistency with regard to the media treatment
for releasing these photographs they knew would inflame the Arab street, but not airing
something that they also know would inflame the American street, or at least the center
and the right part of it would see the President --
MR. McCLELLAN: What's important --- Jeff, I'm sorry to speed this up, but the helicopter
is landing and we have to leave for another event. But what's important is that America
shows the world how we act when these kind of issues come to light, when prisoners are
mistreated. And we act by holding people responsible who committed these acts, and taking
steps to make sure something like this doesn't happen again. It stands in stark contrast
to a regime like Saddam Hussein's who tolerated and encouraged these kind of activities.

Q Thanks. Why hasn't the administration made more of the U.N. inspectors' report that
says Saddam Hussein was dismantling his missile and WMD sites before and during the war?
And doesn't that, combined with the now proven al Qaeda link between Iraq -- between
Saddam Hussein and the terrorist organization -- unequivocally make the case for going to
war in Iraq?
MR. McCLELLAN: Well, I think in terms of Iraq and ties to terrorism, Secretary Powell
outlined the former regime's support for and ties to terrorists when he went before the
United Nations. Director Tenet has testified in open session before Congress about what
we know about those ties. You heard the President talk about some of those ties earlier
today in the Rose Garden when he was asked a question. So I think those ties are well
known, and we have talked about them previously.
Certainly, when you look at someone like al Zarqawi, he was an individual who was in Iraq
prior to the decision to go to war, and he is someone who remains in Iraq. And he is a
senior al Qaeda associate.

Q Last Friday, the Senate Intelligence Committee released a report that shows that
Ambassador Joe Wilson lied when he said his wife didn't put him up for the mission to
Niger. The British inquiry into their own prewar intelligence yesterday concluded that
the President's 16 words were "well-founded." Doesn't Joe Wilson owe the President and
America an apology for his deception and his own intelligence failure?
MR. McCLELLAN: Well, one, let me point out that I think those reports speak for
themselves on that issue. And I think if you have questions about that, you can direct
that to Mr. Wilson.

Q On Tuesday, the American Enterprise Institute held a media event where a video of
Saddam's atrocities was shown. The tape showed fingers being cut off, tongues being cut
out, and beheadings. None of the networks showed the tape. And few media outlets even
mentioned it. Did anyone in this administration ask that these images not be showed to
the American people?
MR. McCLELLAN: No, Jeff. But it is important to remind people of the atrocities that
Saddam Hussein's regime committed. Saddam Hussein was a brutal oppressive dictator who
carried out atrocities over a period of years against his own people and against his
neighbors. And it's important that the public --
Q Well, how do you explain a virtual media blackout on these horrendous acts, when every
single day there are pictures about what American soldiers have done in Iraq when these
things are far worse? How is there any explanation for that? Is there somebody in the
administration that doesn't want the American people to see that?
MR. McCLELLAN: I think you're going to see the Iraqi people hold Saddam Hussein
accountable for the atrocities that he committed. We will be turning him over to the
Iraqi people to face a tribunal by the Iraqis for the atrocities that you mentioned. And
I don't think the Iraqi people will ever let people forget those atrocities. It's
important to remember that this was a regime that had mass graves, torture rooms, and
rape rooms, and engaged in the kinds of atrocities that no one should stand for.
Q There is visual physical evidence out there. Why is not being put out there for
Americans to see and make their own judgment against?
MR. McCLELLAN: Yes, I think I've expressed it from our standpoint. If you're talking
about it from the media standpoint, I'll leave it to the media to address those issues?

Q Thank you. The imam that was arrested in New York last week was discovered because his
name appeared in a Rolodex in a terrorist training camp in Iraq before the war. The book
was found after, by U.S. troops, but he was in Iraq before the war. Is this another piece
of evidence showing the direct terror ties between Iraq and al Qaeda?
MR. McCLELLAN: One, that's an ongoing investigation. I think the questions related to
those particular individuals are best directed to the Department of Justice. And so
that's -- I would refer any questions about that investigation to the Department of
Justice.
We are continuing to wage the war on terrorism on many fronts, both abroad and at home.
And I think you're seeing that through the actions that we are taking.
Q Let me follow up with a second question. How damaging was the revelation of the deepest
mole that we've ever had in al Qaeda? The publication of that man's name by The New York
Times -- how damaging is that to our war on terror?
MR. McCLELLAN: I'm sorry -- which specific instance are you referring to?
Q The New York Times published the name of Muhammad Naeem Noor Khan, who was described by
intelligence officials as the only deep mole we've ever had within al Qaeda.
MR. McCLELLAN: I'm not sure where it was published, first. Obviously, it was published
recently -- the capture of this individual. It is important that we recognize that
sometimes there are ongoing operations underway. And as we move forward on capturing or
bringing to justice al Qaeda members, we need to keep that in mind. And sometimes we
aren't able to go into as much detail we would like to because of those ongoing
operations. And I think everybody has a responsibility to keep that in mind.

Thursday in his press conference that he was reaching out to the press corps. What did he
mean by that, and why would he feel the need to reach out to a group of supposedly
non-partisan people?
MR. McCLELLAN: Well, I think that was a tongue-in-cheek comment that the President made
at the beginning of the press conference, and he was showing his outreach efforts by
holding that press conference the day after the election was decided.
Q Has he decided to let bygones be bygones --
MR. McCLELLAN: Look, you heard from the President -- you heard from the President in the
news conference. The media certainly has an important role to play in keeping the
American people informed about the decisions that we make here in Washington, D.C.
Q And despite the role that they tried to play, the President won anyhow. Is there some
kind of rapprochem
