This, from the NYT:
BAGHDAD April 12 - Defense Secretary Donald H. Rumsfeld held talks with the new leaders of Iraq here today, bearing warnings of government corruption and civil turbulence that could delay a constitution and national elections.
Mr. Rumsfeld's surprise visit, which was not announced in advance because of security concerns, included meetings with Jalal Talabani, the Kurdish militia leader who is the new president, and with Ibrahim al-Jaafari, the leader of a Shiite religious party who has been nominated to be prime minister.
Rumsfeld warned that crony capitalism, in his experience, works best when there aren't alot of silly little government agencies getting in the way. "This was the biggest mistake the country ever made," said Rumsfeld, referring to those pesky United States government bodies such as the SEC, the FEC, and the IRS. "I'ts all those damn acronyms. They all want to put their fingers into our wallets," Rumsfeld continued. "let's hope they don't make the same mistake in Iraq."
Okay, I made that last part up.
Time to go back to plucking the wings off the fly that is irony.
