May 2 - Officially ending weeks of deadlock, the Organization of American States on Monday elected José Miguel Insulza, a Chilean Socialist initially opposed by the United States, as its new secretary general.
The nearly unanimous vote was expected after Secretary of State Condoleezza Rice and several other foreign ministers worked out an agreement in Santiago, Chile, on Friday. Even so, it was the first time in the organization's nearly 60-year history that the candidate supported by Washington did not win......
Ms. Rice decided to endorse Mr. Insulza's candidacy only after he agreed to take a tough stand against states that governed in an undemocratic way.
In his acceptance statement on Friday, Mr. Insulza stressed that "elected governments that do not govern democratically should be held accountable to the O.A.S."
