The House failed, 264-to-161, to pass the Hinchey/Rohrabacher Amendment to the Justice Dept budget, which would have prohibited use of justice Dept. funds to raid or prosecute Medical marijuana patients.

The House passed, on a voice vote, an amendment to restore Byrne Grants, cut from the Bush draft budget.
Byrne Grants fund multijurisdiction Drug Task Forces. Even granting the Drugwar, these units are problematic, as lack of oversight by any particular elected local body is an invitation to abuse and corruption. Google Tulia Texas, for the most egregious example.
