The two pronged approach to the Iraq war based on distortion involved creating demand, managing the supply, and impairment of interal opposition on the War vote and the intelligence community.
The supposed high road is of removing a tyrant. The multiple stories made within the White House by a group of second rate hacks, noted by by a retired Col. Then put out on print and public airwaves in a leaflet letter campaign of ambitious proportion, it created this supply side propoganda.
The core mass of coverage had many people within the ranks of our nation's Intelligence Community come forward with opposition. First privately, then publicly.

The gutter was widened for John Bolton's bullied and reckless bravado intimidation tactics to occur. Anyone saying otherwise was ousted or jumped off roofs. It remains a multiple offense monument to the need to implement a RICO act as a no confidence vote against the Bush administration.
These people, in particular the Vice President and current Secretary of State, waged a war of words upon the truth, as could best be determined by analysts and persons in the field regarding security issues.

09/08/02-September eighth of 2002 within the shadow of 9-11's anniversary Cheney chose to say Saddam could directly threaten "anyone he chooses in his region and beyond"

That Cheney refers to the procurement process this would mean the Department of Energy.
These DCI efforts combine with the Undersecretary of Defense for Intelligence USD(I) to form DoD policy.

The DCI coordinates intelligence matters related to the Department of
Defense (DoD) with the Under Secretary of Defense for Intelligence - the
USD(I). This individual serves as the Principal Staff Assistant and

all intelligence, counterintelligence and security, and other
intelligence-related matters. The USD(I) provides oversight and policy guidance
for all DoD intelligence activities.

The Office of Intelligence(IN) and the National Nuke Safety Admin (NNSA) have input in the Energy Dep't to help coalesce Cabinet level decisions.
Associate Admin for Facilities and Operations has direct field authority for operations support, resource management, human capital, contractors, project management,safety and security.
Management and Administration oversee all complex employees, provide corporate systems to manage(them). Also logistical support. Additionally-personnel and procurement.
CIO defines information for HQ, field elements,Management &Operations contracotrs, includes filed offices. .. "throughout its life cycle in support of its mission...to deliver vital information"...in support of NNSA enterprise.

The Dep. of Energy hijacked the Intelligence, keeping the pre-911 focus on "rogue states " and WMD, ignoring chatter and monitor warnings. Then in their ramp-up to war they stifled any legitimately effective nonproliferation in the same fields with several of the key "axis of evil" nations.
This Cabinet level coup included the ability to stage/deploy and manipulate agents in the field in nuclear information. Policy and Affairs is an 'international co-op' to coordinate.
This via the NNSA field offices under the Associate Administrator overseeing production. The CIO(stovepipe) at the same level defined all terms and reports to the DCI as well. Management and Administraion under NNSA established the field work for human resources(Plame), Facilities and Operations oversaw Security and support in same NNSA capacity.
The NNSA, under the Department of Energy, reporting to the DCI via the CIO. There is so much shared authority in the terms as a whole this entire branch of the Energy Department should be imprisoned.
It was key to the Plame leak- leak so may at the lower levels that the top cannot get fully traced. For the Plame leak to get out to the field when the person to verify was "not stationed" means the CIO skipped procedure (offense) and the Associate Administrator misplaced manpower (same).
This with Policy Affairs of the NNSA also working with others (ie-Niger). So in effect three seperate NNSA legs each committed offense, the heart of such problems lies with top-down leadership.

There were massive leaks- the energy industry is a major advertisor on major media and by making the 5 or 6 leaks (reported) known it would make a wide trail that prevented prompt action to stifle the plan and also helps to saturate the media message at the same time.
By flooding the message they overwhelemed any procedural attempt to redefine the wild accusations of Cheney's vertically integrated authority and current Sec. Rice's horizontally integrated efforts.
A parallel partisan press campaign of emplanted leads was used as false verification in the field. One man with an impressive background in war planning and intelligence assesment is USAF Col.Sam Gardiner(ret.) who has a list of 50 stories made by the White House.

Cheney coordinated things domestically, sent Bolton into the field alongside his daughter Liz Cheney(Near East affairs) and her husband.
Chalabi was the source and verification almost acorss the board. The INC was big in the false verified trail. Gardiner notes a press campaign to push false positives probably on timeline to show deliberate source coordination from the White House as well.
Other Iran/Contra profiles(Ledeen family, Gobanifar) coordinated Chalabi points with his cousin Curveball and their field assets to creat further false positive scenarios.
The Plame outing was in response to opposition. People knew their lives were in jeapordy. This done to stymie dissent in the ranks of security.
The two paths crossed many times. Conyers is looking for independent confirmation to match other sources. This will warrant further inquiry and unleash archived data necessary to bring justic to the republican chickenhawk cabal.
