One of the key reasoning which Iran's new chief atomic negotiator insists on it is a new concept which he has invented; "Nuclear OPEC".
Larijani, who holds a doctorate in western philosophy, frequently talks about the US attempt to form this so-called Nuclear OPEC or "Atomic Apartheid".
Iran's access to nuclear technology was something unpredicted for Americans and Europeans. They believe in a two-class world. They think the top countries should possess sophisticated technology, while the second class states should possess second-grade industry.
For example, the second group of states should produce tomato paste.

Foundries should be the most technical industry they have. Iran defied the policy and developed sophisticated technology. I think those countries' attitude is based on obstruction. They say: "You are second class, not first class citizens." Iran should resist these nations because the future of its children depends on this issue.
Domestically, some ask why the country wants to adopt nuclear technology. Iran has oil, gas and fossil fuels. Those are mis-directed questions. Unfortunately, this is giving the wrong codes to the enemy. "You have enough oil and gas, why go for nuclear fuel?" They claim the French population stands at 60 million; 75 percent of their electricity is met out of power plants. They say that if something is very bad, expensive and so on, then come, buy oil and gas from the US. The problem is that fossil fuels worldwide will be depleted in about 30 to 40 years. The only substitute is nuclear fuel. I mean all countries are looking for nuclear power plants. If Iran misses this chance, other will in fact form a `nuclear OPEC.' They will in that case impose themselves on other countries. I think Iran should defend the right of access to nuclear technology in talks with Europeans. If the country fails in its attempts, I think it should resist and safeguard this national achievement.
