I will personally contribute $100 to the reelection campaign of the first Democratic Congressman or Senator to sponsor the following Bill. It is not much, but it is what I can afford. I encourage other Kossacks to do the same.
The Bill in extended text will require that all troops currently deployed in Iraq who are residents of the areas hit by Katrina will be returned home to provide damage relief.
The National Guard Restoration Act of 2005
An Act To restore emergency preparedness to those affected by Hurricane Katrina
Be it enacted by the Senate and House of Representatives of the United States of America assembled, that this Act may be cited as the "The National Guard Restoration Act of 2005"
FINDINGS AND PURPOSES
SEC. 101. [Section 1]
(a) Findings. - The Congress finds that-
(1) The devastation caused by Hurricane Katrina is unprecedented in American history.
(2) This devastation will weaken our nation's common Defence and have a substantial effect on interstate commerce.
(3) The deployment of emergency response personnel in Iraq has substantially increased this negative impact on the common Defence and on interstate commerce by denying those states effected by the Hurricane an ability to adequately respond to the devastation.
(b) Purpose. - It is the purpose of this chapter-
(1) To return needed personnel to the areas effected by Hurricane Katrina.
(2) To restore families broken by the Hurricane and by the War in Iraq.
DEFINITIONS
SEC. 102. [Section 2]
As used in this chapter:
(1) Affected areas - The term "affected areas" shall refer to any United States county which experienced either of the following:
(a) Damages in excess of one (1) million dollars as a direct result of Hurricane Katrina.
(b) The death of one or more residents as a direct result of Hurricane Katrina.
(2) Effected soldiers - The term "effected soldiers" shall refer to any soldier, marine, sailor, airman, guardsman or other military personnel who is:
(a) Currently deployed in Iraq, and;
(b) A permanent resident of any affected county, or;
(c) Has been stationed in any affected county since January 1, 2003.
RECALL OF EFFECTED SOLDIERS
SEC. 103 [Section 3]
(1) All effected soldiers are immediately relieved of duties in Iraq and shall be redeployed in an affected county as soon as practicable.
(2) No effected soldier is to be redeployed in Iraq for the duration of the conflict.
