Al Kamen(in today's Wash. Post) showed how the Bushies are using the USDA (and presumably other agencies) to push their message on Iraq. He intercepted a memo that was sent to many career civil servants in USDA telling them to push the company line on Iraq. The most interesting was that the whole Iraq/al Qaeda line is still being pushed very cynically.
Quoting from the article, (quoting from the memo)
So then you talk about how "we are helping the Iraqi people build a lasting democracy that is peaceful and prosperous." If it looks like the audience is with you, try to slip in the old Iraq/al-Qaeda/terrorism link and say Americans are helping build a country "that will never again be a safe haven for terrorists."
Loop suggestion: With the polls showing that only about 40 percent of those surveyed actually still buy the linkage thing, you may want to use some discretion here lest you lose the audience.
Kamen's article indicates that they are tracking how well individual bureacrats are including the speaking points in their interactions with the public. They really have learned from Orwell.
