When the Dems take over the House next week, Charlie Rangel, the gravelly-voiced Dean of New York Dem delegation, Korean war veteran and a former usher at Harlem's Apollo Theatre, will become the chairman of the powerful (yea, you always have to use this adjective for this committee) Ways and Means Committee.

says Rangel will increase taxes because "he doesn't understand how economy works."

Rep. Charles Rangel yesterday blasted Dick Cheney as a "son of a bitch" after the vice president said the Harlem lawmaker would raise taxes and destroy the economy if Democrats take control of the House.
Looks like these two have been going at it for a while.

More than a year ago, Rangel said he would like to think Cheney is "sick rather than just mean and evil," prompting Cheney to answer: "Charlie is losing it, I guess."

Contacted by The Post for a response, Rangel unloaded.
"He's such a real son of a bitch, he just enjoys a confrontation," Rangel fumed, describing himself as "warm and personable." Rangel said Cheney may need to go to "rehab" for "whatever personality deficit he may have suffered."
"When you have those sorts of problems, you're supposed to seek help," Rangel advised. "He ac- knowledged that he has problems with communication."
