Missouri's Amendment 2, the ballot initiative to make it so stem cell research cannot be outlawed, is ahead by 1.2% (around 38,000 votes) with 94% of precincts reporting. (
http://www.cnn.com/...) As I was writing this, CNN called it as passing.
The amendment was far behind in early returns, as rural Missouri counties voted against it 60 to 66%. However, the state's major urban areas -- Kansas City and St. Louis -- were in favor of the measure, and they were the last to report. At 91% reporting, the amendment was ahead by around 12,000 votes, so it looks like the amendment will get a slim majority.
The victory goes with the passing of Proposition B (raise the state minimum wage), which is ahead with 76% of the vote. Expect to see similar ballot initiatives in more states in 2008 -- Senator McCaskill probably won her Senate seat because Democratic Party voters came to the polls to support Prop. B!
