GWB, as we have all been told, is an "MBA" President. So now that all the wingnut punditry is starting to try and spin accountability away from our MBA-in-chief regarding the whole Iraq/GWOT misadventure, I thought I'd pull out a basic evaluation matrix that is used to build in accountability to the performance management process where I work.
It's a simple enough tool that tells you when someone should be rewarded or punished for their performance.
In this matrix -- someone who makes good decisions (based on recognized criteria), but falls short on the desired outcome (usually for "act of g*d" type of things that are out of one's control) will not get the boot... because you expect that future decisions will fall in the upper right quadrant.
Likewise, someone who lucks into the right outcome -- despite making piss-poor decisions -- is headed for the door... because you can't count on their decision-making processes to move you up. Chances are better that you wind up in the corner we now sit in with regards to Iraq.
