I am sure this diary is going to make some people in government mad, but I have to look at the greater good of publishing this. Secrecy compells unfounded theorys like mine. But since I have experience with past mind control programs with DOD/CIA at Edgewood Arsenal in 1974 as part of the MKULTRA project, I think I have earned the right to be suspect of "secret" authorizations that allow for "exemptions to rules like informed consent" research has informed consent for a reason, to avoid the abuses of what happened at Edgewood Arsenal and Fort Detrick during the Cold War. They call it violations of the Nuremberg Codes of 1947.
What inspired me to write this diary is this e mail I received from the SIPRI BWPP (Stockholm International Peace Research Institute - Bio Weapons Bulletin Board) I have thought about it since I received it two days ago and this does need public attention, government secrecy on programs like this is just flat wrong. It has been over 3 decades since the nation learned about the violations of the Nuremberg Codes of 1947 that were occuring on enlisted soldiers at Edgewood Arsenal involving chemical weapons and drugs such as LSD and PCP.
DOD and the VA still have not found the 7120 enlisted men or their widows and compensated them or given them medical care, despite many times that this fact has come to the publics attention, in 1975, 1976, 1993, 2004 the VA and DOD are still not authorizing compensation for those victims and here comes rules for a "new mind control program" why in the world would this nation allow this? Not in my name and not with my tax dollars.

human subjects without the authorization of the Under Secretary of the
Navy, according to a new Navy Instruction.
"The Under Secretary of the Navy (UNSECNAV) is the Approval Authority
for research involving ... severe or unusual intrusions, either physical
or psychological, on human subjects (such as consciousness-altering
drugs or mind-control techniques)."
The nature and scope of any such Navy research could not be immediately
discovered.

I add, in case it is not obvious, that this would apply not just to
"mind control" but to work on incapacitating agents such as fentanyl.

I am sorry that I am even having to report such an existence of a document like this belonging to this nation, after all the damn lives they destroyed in the earlier experiments, of the 7120 men used in the Cold War experiments 74.43% of them paid dearly for it 2098 are dead and 2200 are disabled and none are compensated or cared for because of DOD secrecy, to hell with DOD, Donald Rumsfeld, the Secretary of the Navy and everyone else involved in this, stop the program now, you will damage lives just like they did in the 1955 thru 1975 experiments, can't history teach you people anything?
