Many posted replies had lots of questions, so I am posting some of the answers. That might help generate more ideas.

I was a little reluctant to say much about my brother's wife in the original post. We've tried hard to get on with her, and would still welcome more opportunities to get to know her better and embrace her. The problem lies with her, I'm afraid. She has been pretty clear that she resents our closeness with my brother. ("Them or me...") Even then, he's been quite good, up until now, about keeping in touch with us. She's not been happy about it. This is why she thinks we're nuts and isn't the best person for us to deal with about where he might be. It makes this process so much harder.
She did tell she's talked to my brother lots of times using the cell phone number we have (and recently) but as I said before we get a total stranger. This information has been supplied to our local police.
We tried getting the phone company to tell us where the original 1:30am phone call came from. They claim to be unable to do so. Our local police officer told us he could verify that it did NOT come from any of the local jails.
Mom and I are trying to get in touch with the local JAG at Luke Air Force Base here. Different branch of the service, but again, we're looking for direction and connection.
As far as hiring a PI, that's way out of our budget. Mom is retired, and on a fixed income. I work as a secretary. However, I will call McCain's office today. They might be more open because of the military angle. I'll also try Cornyn, but he just makes me wince.
I guess what's odd to us is that we have no independent confirmation he's where his wife says he is...never thought we'd need any either.

Update: Mom spoke with someone at the Red Cross this morning who will give us a "case number" and see what they can do. I talked briefly with McCain's office and am in the process of putting together an explanatory letter, and the Privacy Act Consent Form.
