The US should keep the Cuban exiles out of Cuba.
By "Cuban Exiles", I am do not refer to the whole Cuban American community, rather I am referring to the foaming at the mouth folks who have helped plant bombs and blown up airliners, and attempted to kidnap Elian Gonzalez.
These folks, want to recreate the Mafia run whorehouse that was Cuba under Battista as an attempt to recreate dimly remembered life where they were the nobility tended to by the peons.
They would come back, pillage the place, and try to turn the current residents into servants (particularly those of African descent).
This is one of the reasons that distrust and dislike of the Cuban exile activists is the one thing that unites the most ardent Communists and dissidents.
The people of Cuba understand that the Exiles want to return as leaders, and it fears them with dread.

The Embargo forced Cuba has had to go it alone, and ensured Castor's grip on power.
It, and not Castro, also led to the development of a high quality public education system (by all measures, the best in the hemisphere), a high quality health care delivery system, and significant high tech industries, by keeping the quick buck investments of the US banking system from distorting their development.

Cuba can emerge as a modern prosperous democracy in the mode of Chile, but should the exiles get their way, they will make Achmed Chalabi's machinations appear purely benevolent.
After Castro, the exiles have no right to run Cuba. Choosing who rules Cuba is the exclusive right of the people who have been living there over the past 47 years.
