I have far too little attention to just watch the SOTU address. So here's an annotated list of all the standing ovations, complete with the preceding roughly-transcribed quote and the occasional comment.
SOC#1: (6:14) Pelosi: "I have the distinct honor of presenting to you the President of the United States." (Everyone stands)
SOC#2: (6:14) Bush: "...as the first president to begin the SOTU address with these words: Madam Speaker.
SOC#3: (6:15) [Even more accolades for Pelosi.]
SOC#4: (6:18) "First, we must balance the federal budget."
SOC#5: (6:18) "We can [balance the federal budget] without raising taxes."
SOC#6: (6:20) "...cut the number and cost of earmarks at least in half by the end of this session."
Interesting lack of congressional enthusiasm regarding the reauthorization of NCLB!
SOC#7: (6:23) "[Moving forward, it is essential] that our citizens have affordable and available health care."
SOC#8: (6:27) "We need to pass 'medical liability reform.'" (Republicans only)
I guess that's the new "tort reform" frame. I wonder who came up with that one.
SOC#9: (6:27) "The best healthcare decisions are made by patients and their doctors." (Everyone)
SOC#10: (6:29) "...so that you and I can pass immigration reform into law."
Now he's nattering on about alternative fuel sources. Kinda Orwellian if you've seen Who Killed the Electric Car?
SOC#11: (6:31) "Let's reduce [some kind of] gases by 20% in the next 10 years."
SOC#12: (6:32) "And [that reduction] is nearly 5 times the current target."
SOC#13: (6:34) "...they are necessary to prevent the global threat of climate change." (First Dems, then Republicans trickle in)
SOC#14: (6:34) "...to give those qualified [SCOTUS] nominees a fair hearing and an up or down vote on the Senate floor." (Republicans only, Nancy grimaces)
SOC#15: (6:35) "...to win the war against terror, we must take the fight to the enemy." (Everyone, but Nancy hesitates a moment)
Bush is listing al Qaeda plots which never came to be.
SOC#16: (6:36) "For each life saved we owe a debt of gratitude to the brave public servants who've devoted their lives to finding the terrorists and stopping them."
SOC#17: (6:40) "We will use [every means available] to do our duty to find these enemies." (I think. Sorry, zoned out for a moment there.)
SOC#18: (6:41) "I say, for the sake of our own security, we must [venture into the Middle East and build democracy, freeing people]." (Republicans with a smattering of Democrats.)
SOC#19: (6:44) "Ladies and gentlemen, on this day on this hour...let us turn our resolve to find a way towards victory." (Republicans only)
SOC#20: (6:49) "Ladies and gentlemen, nothing is more important in this nation's history than to [win in Iraq]." (Republicans only)
SOC#21: (6:49) "I ask you to support our troops on the field, and those on their way." (Everyone)
SOC#23: (6: "[Something about expanding the army by a lot.]" (Republicans mostly)
SOC#24: (6:52) "The U.S. has imposed sanctions on the regime of Tehran, and have made it clear that America will not allow [this regime] to acquire nuclear weapons." (Everyone)
SOC#25: (6:54) "Continuing to [support] the people of Darfur."
SOC#26: (6:54) "We must continue to fight HIV/AIDS on the continent of Africa."
SOC#27: (6:55) "I ask you to continue funding our efforts to fight AIDS, and I ask you to provide $$$ over the next five years in order to combat malaria in 15 African countries." (Everyone)

SOC#29: (6:58) "Tonight we are pleased to welcome this talented business entrepreneur and talented social entrepreneur, Julie Eigner Clark."
SOC#30: (7:00) "There is something wonderful about a country that produces a brave and humble man like Wesley Autrey [the man who saved another's life by holding him on the tracks underneath a moving subway]."
