Of course, we already knew that. Why else would Halliburton move its corporate offices there.
Briefly, Alexandre Robert, a French 15-year-old, on Bastille Day was on holiday in the supposedly tourist paradise of Dubai.
Robert had spent the day in an air-conditioned arcade and at sunset sped to meet his father for dinner. A Dubai classmate told him that he and his cousin could give him a lift to his destination.
Instead, there were three men in the vehicle, including a couple of former convicts. And, they drove past his destination to the desert where he was stripped and sodomized by all of them. Afterwards, he was ejected in front of one of the posh hotels of Dubai. He was warned not to press charges.
Dubai officials warned him that he could be arrested for criminal homosexual activity if he and his family wanted justice:

Dubai officials also took their sweet time to inform Robert that one of his rapists had tested positive for the H.I.V. virus in prison.
How sweet!
Oh, and the law of Arab Emirates does not recognize that men can be sexually assaulted. There is something called "forced homosexuality," however.
I think that the U.S. government, including the military, should not do any business with corporations domiciled in Dubai.
