Now to be truthful I had to look up the exact definition of Rule by Decree, and it reads like this,

[Rule by decree allows the ruler to arbitrarily make laws, without any sort of legislative process or discussion. When no formal government institutions exist or martial law is in effect, rule by decree is common.]
Now before some Neo-Con cheerleader says that I am a communist, I am not in favor of this process. There is another reason I chose this topic today. That reason being that the Right-wing talking heads are starting to put a bug in the ear of their empty headed listeners, that this administration and those who follow should preemptively stop Chavez. Now I know that this administration is not as so brazen, as to think they could handle Venezuela on top of everything else.(Or are they?)
Under the law, Chavez will take control of Oil, Natural Gas, Electricity, and Banking. It also gives him power over gun control, and the military. (Bush is licking his chops. Isn’t that what he said at that fundraiser?

Unlike what the talking heads are telling their listeners, there is opposition to Chavez’s Rule by Decree, and they are speaking out. This morning Quinn told his listeners that no one spoke up against this for fear they would exist to be. (Paraphrased)
Chavez critics call the law a radical lurch toward authoritarianism by a leader with unchecked power, similar to the way Fidel Castro monopolized leadership in Cuba years ago.
"We're headed toward a dictatorship disguised as a democracy," said Luis Gonzalez, a high school teacher who paused to watch the session in the plaza, where hundreds of Chavez supporters wearing ruling-party red were gathered.
Opposition leader Julio Borges called for the 4 million Venezuelans who voted against Chavez not to be left out of the decision-making.
When ask about the Venezuelan vote, George W. Bush said he was worried.
President Bush said he was troubled by the moves of his Venezuelan counterpart.
''I'm concerned about the Venezuelan people, and I'm worried about the diminution of democratic institution[s],'' Bush, who bears the brunt of routine and ferocious attacks by Chávez, told Fox News Channel.

Now you would think if anybody understood what Venezuela’s President Chavez was doing it would be George W. Bush. Since September 12, 2001, he and his Cheney picked PNAC administration has been finding excuses to rid the American people of those pesky rights they have. You know the ones guaranteed under that Goddamn Piece of Paper.
If anything G.W. is probably studding how Chavez is working his magic. Seeing as how most of people do not bother to vote, it might be a shoe-in that he can pull off something in the line of Chavez’s Rule by Decree. This administration has been trying to dump the other two branches since they took office. By using Signing Statements he has almost completely lead the way for Rule by Decree.
Oh I know, the Legislature is looking in to the Signing Statements, but when they say they are looking into something it means that they are looking into opposing it will hurt their future.
Democrats and some Republican lawmakers have accused Bush of conducting an imperial presidency by using bill-signing statements to declare that he will interpret legislative provisions his way and will ignore some terms.
'That conduct threatens to deprive the American people of one of the basic rights of democracy: the right to elect representatives who determine what the law is, subject only to the president's veto,' Conyers said as he opened a hearing on signing statements. 'That does not mean having a president sign those laws, but then say that he is free to carry them out or not, as only he sees fit.'
We are not far from the point that the Venezuelan people find their self. The one major difference, our leaders do not want to share the wealth.
