The "Count Every Vote Act" was recently introduced in the Senate with a companion in the House. This legislation was introduced in 2005 and was called by the New York Times "the gold standard for election reform". Back then of course it had no chance to get to the floor for the obvious reason.
According to its sponsor Senator Hillary Clinton (D-NY) the bill will
* Ensure that every vote cast on an electronic machine includes a voter-verified paper ballot.
* Set a uniform standard for provisional ballots so that qualified voters in every state know their votes are treated fairly and equally.
* Require standards that ensure uniform access to voting machines and election personnel.
The companion bill in the house is sponsored by Stephanie Tubb Jones (D-OH)
I hadn't seen this diaried and thought it might be of interest to numerous readers of DKos who, like myself have been apoplectic about many aspects of our two most recent Presidential elections. Leaving the Supreme Court aside right now, I would agree with the Senator and the NYT that addressing the three issues bulleted above would take us a long way in the right direction.
