Well here goes.
The specific problem of Alberto Gonzales can be handle with impeachment. He has definitely lied to congress and so he can be impeached under the clause
"The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors." However, the more general problem of contempt of congress remains.
There are other more difficult cases. Condoleezza Rice appears to be refusing to testify before the House Committee on Oversight and Government Reform. She has been subpoenaed and has not presented herself, thus she is in contempt of congress. What can Waxman do ? He can ask a judge to intervene but he can also ask the House of Representatives send its sergeant at arms to bring her in by force (she would thereby join the illustrious company of Sam Houston). At least she is in contempt of the House of Representatives and not the House of Lords and need not worry about the Gentleman Usher of the Black Rod.

I love google (has it made brains obsolete). I also love Wipedia, but am alarmed that I am becoming addicted to both (I use google to spell check since it is faster that Microsoft Word).
