DOJ data from 2005 shows a marked difference between what Scooter got, and what they got. While not a huge surprise, it bears noting that most perjurers, and obstructers do prison time.
Sentencing guidelines are one thing, much as pardon guidelines are. They contain 'permissive language' that allows some judicial leeway.
